A good deal for Delhi in Budget

Special funds for C’wealth Games and Metro

Assistance for roads, bridges; police grant hiked


NEW DELHI: Delhi has been provided its fair share of funds in the Union Budget 2008-09 under various heads including the Commonwealth Games, the Delhi Metro Rail Corporation, the Delhi Police and for construction of roads and bridges.

The Note on Demands for Grants 2008-09 said while the Delhi Government is usually not provided any Central assistance for meeting the non-Plan gap in resources as it has a positive balance of current revenues, provision has been made for payment of enhanced compensation for death, injury and damage done to residential property in the 1984 riots. The Delhi Government has also been provided Central assistance for financing the Plan schemes.

Under the Central assistance for State and Union Territory Plan,a sum of Rs.1,290.14 crore has been provided to Delhi in Budget 2008-09 as against Rs.1,032.80 crore in 2007-08. The revised estimate for 2007-08 was Rs.784.44 crore.

The Central assistance under the Plan includes normal assistance as well as additional Central assistance for specific programmes like the National Social Assistance Programme including Annapurna (NSAP) and Nutrition Programme for Adolescent Girls (NPAG), Jawaharlal Nehru National Urban Renewal Mission (JNNURM), National e-Governance Action Plan (NEGAP) and Rashtriya Krishi Vikas Yojana.

In addition, Central assistance for Commonwealth Games infrastructure has also provided. This allocation has been increased to Rs.400 crore in Budget 2008-09 as against Rs.350 crore in 2007-08. Under the grants for Ministry of Urban Development Rs.125 crores has also been provided for the Commonwealth Games.

The additional Central assistance for roads and bridges has been provided through demands related to the Ministry of Road Transport and Highways. For schemes financed through the Central Road Fund, a grant of Rs.48.45 crore has been given to Delhi as against Rs.44.69 crore in the previous year.

To provide a further boost to public transportation, the Delhi Mass Rapid Transport system has been allocated Rs.1,500 crore. In this, Rs.300 crore each has been provided under the heads of DMRC IV, V, VI, Phase-II and Phase 2 (2). DMRC has also been given Rs.88.5 crore for extension to Haryana and Uttar Pradesh.

While under the Demands for Grants 2008-09 the Budget for Delhi Police stands at Rs.1525.90 crore now – Rs.121.77 crore more than the 2007-08 figure of Rs.1,404.13 crore – the budgetary support for Delhi Police has decreased under certain heads.
