They get their salary as per their present cadre Following their petition, HC issues directive to State BERHAMPUR: A higher secondary institution on the Berhampur University campus is being managed by a group of staff who are yet to get the status of teachers. This institution named University Higher Secondary School was established in 1992 by the university authorities. In 1993 the syndicate of the university created posts for the personnel of the institution for teaching. Ten posts were created. Seven non-teaching staff of the university, who were having necessary qualification for teaching jobs in this higher secondary institution were deputed to its teaching jobs. Three other posts were filled by candidates from outside, who were promised to be paid consolidated pay by the university till their posts got sanctioned by the education department. The non-teaching staff of the university were to get their salary as per their rank in the university pay roll till they got recognised as teachers by the education department. No action yetThe syndicate of the university approved these proposals and sent them to the Chancellor of Orissa universities and Governor way back in 1993 with the request that these 10 teaching posts be recognised by the education department. The Chancellor directed the file to the education department. But the education department is yet to consider these staff of the higher secondary institution as teachers officially. During this period of 15 years the university authorities have also brought this matter before the education department but to no avail. Some of these staff of the institution who have been teaching for the last 15 years without being recognised as teachers approached the Orissa High Court. They had to opt for it as in January this year the High Court directed the State Government to create posts for these persons to accommodate them as teachers within three months. But persons like Susanta Mohapatra who have served as teachers without official recognition as teachers do not have hopes that their problem would end so soon.
