Here is an example of the inefficient and irresponsible manner in which the Department of Posts functions. On February 6, I despatched a letter, with an important document attached, by Speed Post from Karyavattom Post Office to a friend residing in the heart of Kozhikode city. The letter was delivered to my friend only on February 13 afternoon, that too after frantic enquiries made by me and my friend in Thiruvananthapuram and Kozhikode. An ordinary postal article despatched from Thiruvananthapuram is delivered at Kozhikode within two or three days. P. Viswambharan Former MP Augment KWA revenueThough the Water Resources Minister has stressed the need to conserve drinking water, the fact remains that water-supply situation in Thiruvananthapuram city is far from satisfactory. People in residential areas located a little higher are the worst affected, the reason being that there is not enough supply as in the past from the Kerala Water Authority (KWA). The authority is short of funds to augment supplies owing to low returns, particularly from domestic consumers. The charge for thousand litres of drinking water is Rs. 2, when the production cost is Rs. 7. The KWA should increase the charge to Rs. 5. Defective water meters should be replaced immediately. A “garden cess” of Rs. 10 a month should be imposed on each household listed above the poverty line. O. Mathai Kowdiar
