‘Dalits were discriminated against at Saralapatty’

Coimbatore: A fact finding team of the People’s Union of Civil Liberties that held inquiries on the recent incident of alleged atrocities on Dalits at Salarapatti in Udumalpet has asked the State Government to inquire into the prevalence and practice of caste-based untouchability in the State in general and Western region – Kongu mandalam – in particular.

A report of the team led by former Vice-Chancellor of Gandhigram University N. Markandan and M. Mohammed Abubacker, lawyer, asked the Government to implement recommendations to eliminate untouchability. The report on the Salarapatti incident said that two-tumbler system, denial of access to community hall, non payment of fee for the services rendered by Dalits, denial of entry to temples and social boycott were prevalent there.

The self-assertion attempt by the Dalits against discrimination shown against them by a tea shop owner during the first week of February led to the recent incident. Caste Hindus, instead of implementing the agreed terms, downed shutters of tea shops since February 7. Subsequently, social boycott and ostracising of Dalits began. They were denied access to village provision store, community hall and Public Distribution System outlet.

A mob of 300 to 400 caste Hindus from a nearby village attacked Dalit colony by throwing stones.

The mob ransacked many of the houses too, the report said.

Stating that the police and revenue officials failed to stop the attack and blatantly denied the existence of twin tumbler system in the area, the team demanded the transfer of tahsildar and Deputy Superintendent of Police of Udumalpet. Appropriate action should be initiated against them, it said.Authorities should suo motu register cases against those responsible for instigating violence and social boycott of Dalits under the SC/ST Prevention of Atrocities Act. Extent of damage should be assessed by an independent authority and compensation should be given to those affected. Authorities should be instructed to report casteism in their jurisdictions to the State Government for initiating necessary action to eliminate it. The team suggested setting up of exclusive PDS outlets for Dalits and review of all pending Protection of Civil Rights Cases to dispel misgivings. The police should ensure proportionate posting of police personnel from Dalit communities in sensitive rural areas. For economic empowerment of Dalit communities, the fact finding team demanded that the Government take over panchami lands and distribute it to Dalits.
