DEHRA DUN: The Uttarakhand Vidhan Sabha witnessed a series of adjournments on Tuesday as the Congress and Bahujan Samaj Party members staged a dharna in the well of the House and raised slogans seeking a discussion on the problems faced by the residents in securing domicile and caste certificates. The members also sought release of “Shiksha Mitras” arrested while demonstrating before the residence of the Education Minister here this past Sunday. The shouting of slogans continued even as the Speaker, Harbans Kapoor, asked the agitated members to raise the issue by quoting specific instances where the certificates had not been issued by the officials. Dinesh Aggarwal of the Congress wondered why the Government was not accepting that caste and domicile certificates were not being issued. “The truth could be ascertained if the Government sought the details of the number of applications received in different districts and the number of certificates issued over the past one year,” Mr. Aggarwal said. The Parliamentary Affairs Minister, Prakash Pant, said that the certificates were being issued to all genuine applicants. An all-party committee of the House was already looking into the matter to sort out grievances of some residents and the matter would be resolved once this committee gives its report, he said. The Leader of the Opposition, Harak Singh Rawat, wondered why the people residing in the State for several decades were being denied domicile or caste certificates. People from all over the country had come to serve and settle in Uttarakhand and they could not be denied the certificates just because they do not own property here, he said.
