Mr. Jagjivan Ram, Union Minister for Railways, replying to the general debate on the Railway Budget in the Lok Sabha on March 3, reiterated his view that the railways would need more funds than had been provided in the Second Five-Year Plan to cope with the additional traffic that they now anticipated. The inadequacy of the original target of 162 million tons was being appreciated “in all quarters” already going ahead with their plans to raise it to 181 million tons, the Union Minister said. Mr. Jagjivan Ram strongly defended his policy of encouraging “united trade unionism” in the railways and said that this freedom should not be confused with recognition.
