Thiruvananthapuram: The exclusion of benamis in toto from the liquor industry is one of the major provisions of the liquor policy for 2008-09 which has been notified by the government. Those who participate in the sale of toddy shops will have to disclose the source of the money which they are putting up for the purpose. They should also furnish their ration card and income certificate at the time of shop sale. The licencee’s photograph will be affixed in the licence and it will have to be exhibited in the shop. The policy aims at the growth and protection of the toddy industry. The production and sale of spurious liquor will be strictly checked. The Excise Department will be strengthened and modern equipment will be given to it for the purpose. The collection of abkari arrears will be speeded up. Group licenceToddy shops will be licenced in groups of five to seven. Unsold shops will be disposed of on range or taluk basis. All the shops which functioned in 2007-08 will be allowed to function during 2008-09 also. The concession in the distance limit given to some shops will be allowed during the coming year also. Cooperative societies will be encouraged in the toddy sector. The shops in the cooperative sector will be able to continue. They need pay their rental only in 12 equal instalments. The government will consider the question of allowing the cooperative societies to sell sweet toddy.
