Haryana varsity has no record of assets: report

Balance sheet not prepared since inception


Against the sanctioned strength of 1218 teachers, only 851 were in position as on March 31, 2007

Loss of Rs.42.02 lakh incurred by University for selling of various seeds at lower rates


Chandigarh: Pointing out ‘significant weakness’ in financial management of Chaudhary Charan Singh Haryana Agricultural University, Comptroller Auditor General of India (CAG) has found that there was no records of assets and liabilities of the University as it had not prepared its balance sheet since its inception, 38 years ago.

Tabled during Budget session

The performance audit report for the year 2006-07, which was tabled in the Haryana Assembly during the Budget session which began on Friday, also highlighted that the University had failed to enhance the productivity of various crops through improved varieties as the average production decreased during 2002 till 2006.

The Argicultural University, set up at Hisar to impart education in agriculture, veterinary and animal sciences in 1970, even did not fill the vacant posts of faculty.

Against the sanctioned strength of 1218 teachers, only 851 were in position as on March 31, 2007, pointed out the report.

Inadequate enrolment of students

In addition to it, the report further revealed the shortfall in enrolment of students in the University. In four constituent colleges in respect of six courses, the deficiency on enrolment of students ranged between 11 and 74 per cent, it said.

Excess in establishment expenditure

Comptroller Auditor General of India further found that a loss of Rs.42.02 lakh was caused to the University as the seeds of various varieties were sold out at lower rates.

Establishment expenditure of Rs.14.20 crore on construction wing was far in excess of envisaged norm of 25 per cent of works expenditure, the report further pointed out. — PTI
