Prime Minister Nehru on March 13 read out in the Lok Sabha a Government of India resolution on scientific policy which was hailed as a “scientists’ charter.” In this resolution, the Government of India announced its decision to promote science and technology in this country by offering “good conditions of service to scientists and according them an honoured position by associating scientists in the formulation of policies and by taking such other measures as may be deemed necessary from time to time.” Government also accepted the need for encouraging “individual initiative for the acquisition and dissemination of knowledge and for the discovery of new knowledge, in an atmosphere of academic freedom.”
