THIRUVANANTHAPURAM: Kerala Chief Minister V.S. Achuthanandan told the Assembly on Thursday that the stipulation that prospective employers of emigrants from the State give a bank guarantee of $2,500 for emigration clearance would not apply to most of the emigrants. Replying to a submission from Abdul Rahiman Randathani (IUML), he said recruitments by registered employers and recruiting agents with permits were not covered by the stipulation. The stipulation was specified for isolated direct recruitments on the basis of recommendation of heads of Indian embassies abroad. Open areasPublic Works Minister Mons Joseph told the House that the Central Road Fund would be requested to reconsider the stipulation regarding open areas on the sides of national and State highways.
