Local bodies told to follow rules while adopting resolutions

Programme for sensitising civic body members planned

PUDUCHERRY: The Local Administration Department has laid down guidelines to be followed by municipalities and commune panchayats while they adopt resolutions.

Senior officials said they had received complaints that resolutions were adopted in a “disorganised manner,” and even matters not taken up at council meetings were forwarded to the department for approval. Guidelines had been issued as per the provisions of the Conduct of Business Rules for Commune Panchayats and Municipalities. As per the rule, if a resolution was adopted unanimously, it should bear the signatures of all members present at the meeting. And if a resolution was not adopted, it should have the names and signatures of councillors who supported the decision, those opposed and those who remained neutral, the officials said.

After the department came to know that a particular commune panchayat was forwarding subjects that were not at all included in the agenda of the council meeting, it had directed the civic bodies not to send resolutions that were not taken up at the meeting, the officials said. They said such an act went against the rule and warned of action if they did not comply with the direction.

The department has worked out a programme for sensitising members of all civic bodies to the Conduct of Business Rules. The first session will be held for the members of the Puducherry and Oulgaret municipalities on March 22 and 25.

Official sources said the department submitted to the government the P. R Ramanathan Committee report on devolution of powers.

The report suggested activity mapping for 29 subjects related to several departments including the Local Administration, Public Works, Health, Education and Social Welfare Department.
