HYDERABAD: The State government has set in motion the process for constituting an exclusive commission to study the reasons for backwardness of various regions and suggest remedial measures accordingly. To be named as “The Commission for Development of Backward Areas of Andhra Pradesh”, the panel would be headed by a chairman and consist of two other members. An economist of repute would be appointed as the chairman of the panel while experts in sociological and other public issues would be the members. Since it would be an advisory body, its recommendations would not be binding on the Government. The term of the commission would be three years and the panel would be required to conduct its study and submit the recommendations to the Government before November 30 every year. Since the Finance Department commences its exercise for budget preparation in December, the deadline would enable it to incorporate the recommendations made by the panel in planning the allocations. The State Cabinet has approved the draft Bill for the constitution of the commission at its meeting here on Monday. “The Commission will be asked to study social and economic inequalities in different regions for preparing its report. This will enable budget preparation in a scientific manner and ensure that funds allocated to different regions are utilised effectively for balanced development,” a Cabinet Minister said. The Council of Ministers approved a draft Bill for naming the university in Nalgonda after Mahatma Gandhi and also to sanction Rs. 10,000 as additional loan to each beneficiary of Rajiv Gruha Kalpa.The Cabinet ratified the Government’s decision to cut the value added tax on aviation turbine fuel from 33 per cent to four per cent.It also gave the green signal for laying cement concrete roads in all villages covered under the Indiramma housing scheme.
