‘Commissionerate perfect answer for urban policing’

Police Commissioner addresses a review meeting in Cuttack

CUTTACK: The euphoria with which the police commissioner system was introduced in Cuttack about three months ago is now missing. This has not only worried the commoners but the top cops seem to be cynical about the new system of policing.

At a review meeting here on Tuesday, Police Commissioner B K Behera tried to enthuse the city police by calling upon them to be more vibrant. However, the new system is yet to make any discernible change in the policing of the city.

‘Obsolete system’

“It’s the same old and obsolete system in which the police force is still working. We feel helpless and disheartened as we could do very little to contain the crime and maintain law and order with the archaic and inadequate facility,” said a senior police officer of the city. “The Commissioner of Police system is the perfect answer to meet the challenges of urban policing in Cuttack city in putting a check on the upsurge of organized crimes. But we are yet to feel the pulse of the new system,” he added.

Sensing the mood of his staff, the Police Commissioner, however, made an effort to boost their morale by asking them to keep up the tempo. Although, he was dissatisfied with the mounting pending cases in the police stations, Mr. Behera asked the in-charge officers of the police stations to put in some extra effort to close the cases soon. There are over 1,000 criminal cases pending investigations in various police stations of the city, sources informed.

In view of the constant reprimand from High Court, the Police Commissioner asked the force to improve the traffic system of the old city as soon as possible. Encroachments, unauthorised parking and unregulated traffic movement are the most visible predicament of the city and a little effort to improve it would mean plenty of credit to the police force, he said.

DCP S.K. Priyadarshi, two ACPs of the city and all inspectors, including the IICs of all the 14 police stations coming under commissioner system in Cuttack attended the meeting.

Asking the IICs to come down heavily on the noted criminals of their respective areas, Mr Behera asked the cops to book the hardcore criminals under the stringent preventive sections to send a warning to law breakers. He also asked the police stations to reintroduce the ‘swan system of patrolling’ in all lanes and by-lanes of the city so that the common men would at least feel the presence of khaki clad men.

The swan system of patrolling ensures that at least a police constable is available in every street of the city on a regular basis.
