BANGALORE: The Third State Finance Commission for panchayati raj institutions and urban local bodies will try to submit its report to the Government by June 30, its chairman, A.G. Kodgi, said here on Tuesday. Mr. Kodgi said the commission had held discussions with all panchayati raj bodies in the State to enlighten them about their rights and duties. There was a general feeling that local bodies and government departments had failed to implement programmes because of various administrative problems and shortage of funds. Mr. Kodgi said the commission had visited all the zilla panchayats and met officials of the Bruhat Bangalore Mahanagara Palike (BBMP) to study their problems. These bodies were yet to be truly empowered financially and administratively, he said. The BBMP had one of the lowest per capita revenue generation figures among the municipal corporations in the country, and this was one of the main reasons for it being unable to meet the expectations of the people. The per capita revenue generation in Bangalore was only Rs. 810 compared to Rs. 3,417 in the Greater Mumbai Corporation. Investment neededThimme Gowda, a member of the commission, citing a CRISIL report, said the BBMP needed an investment of Rs. 20,000 crore for various infrastructure projects during the next four years (2008-2012).
