dated March 20, 1958: Control of outer space

Mr. John Foster Dulles, the U.S. Secretary of State, on his return from Far East said in Washington on March 18 that the Soviet Union was beginning to respond, but not in a very acceptable form, to the United States’ proposals for the control of outer space. The Soviet Union, by proposing that the outer space question should be linked to U.S. withdrawal from overseas bases, was mixing up two things that were unrelated.
