HYDERABAD: The Bill relating to setting up of Rajiv Gandhi University of Knowledge Technologies with headquarters at Idupalapaya was passed by the Assembly on Wednesday amidst protests by Telugu Desam members. The Bill replaced ordinance which was promulgated sometime ago. Telugu Desam deputy leader T. Devender Goud questioned the propriety of the Government action in establishing “so many” institutions at Idupalapaya and contended that the place was opted in preference to many other backward areas at the instance of Chief Minister Y. S. Rajasekhara Reddy. The institutions cited by Mr. Goud as being set up at Idupalapaya included 21st Century Gurukul, sports complex, Hyderabad Public School, an engineering college of the JNTU, a livestock research institute, one Sainik school and now the headquarters of a new university together with a IIIT. Ending factionalismInformation Technology Minister R. Damodar Reddy who piloted the Bill, replied that factionalism in Kadapa could be ended only by development and recalled a resolution adopted by the TD government to this effect which was signed by Mr. Goud as the then Home Minister. Mr. Goud, however, retorted that naxalism too could also be stamped out by ensuring development in Telangana. He accused the Chief Minister of causing regional imbalance by showing special favour to Kadapa, Pulivendula and Idupalapaya.
