dated March 21, 1958: India’s defence budget

United States Secretary for Defence, Mr. Neil Mcelroy, was asked on March 19 whether the United States was not “inspiring a little arms race between India and Pakistan.” The Defence Secretary said that “that may turn out to be the case.” Mr. Mcelroy was appearing as a witness before the Senate Foreign Relations Committee. Senator William Fulbright (Democrat-Arkansas) noted that India had increased its defence spending by 25 million dollars avowedly in response to an alleged threat from Pakistan. Mr. Fulbright recalled that the United States had just agreed to supply 225 million dollars worth of economic aid to India and asked whether United States military aid to Pakistan might not increase India’s defence burden. “Are we not inspiring a little arms race between India and Pakistan?” he asked.
