Compassionate appointment scheme revived

Scheme limited to SLPEs earning profits for last five years

HYDERABAD: The State Government has revived the compassionate appointment scheme for dependents of employees in the State Level Public Enterprises (SLPEs) and Cooperatives/Federations dying in harness.

But the scheme, on a par with Government employees, will be applicable only to such SLPEs and cooperatives with ‘positive net worth’ and are financially sound earning profits for the last ‘five years.’ The SLPEs and cooperatives should not depend on the Government for any kind of budgetary support whether in the form of subsidy of grant, according to orders (GO Ms 01) issued recently by the Public Enterprises Department.

RTC excluded

This would mean that the scheme will not be applicable to major employers like the RTC and Singareni Collieries Company Limited (SCCL), which boast of employing about one lakh staff in them. The RTC continues to be in losses and the SCCL, though achieved a turn around, will not be eligible as it started earning profits only a couple of years ago.

In all, there were 40 corporations in the State, of which, six had been closed post reforms and Nizam Sugars had been privatised while three others were closed prior to the commencement of the reform process. Given the significant number of employees present in them, there has been a demand for introduction of compassionate appointment in APSRTC and SCCL. “But they will have to wait,” department secretary K. Ratna Prabha said.

Flexibility

Ms. Ratna Prabha said the order had been issued in consultation with different trade unions and was in step giving concession and some sort of flexibility to corporations that were doing well. This would motivate staff in the corporations running in losses to perform better.
