Kochi: The Central Administrative Tribunal (CAT), Ernakulam bench, was approached by a former officer in the Military Engineering Service (MES) to initiate contempt of court proceedings against the Defence Secretary and others for not implementing a tribunal directive to grant the officer certain service benefits. The petition was filed by N. Vasavan, a retired Administrative Officer Grade II of the Chief Engineer (Naval Works), MES, Naval Base, Kochi. According to him, the tribunal had directed the Defence Secretary and other respondents to give promotion to the petitioner as per the recommendations of the Fifth Pay Commission. — Special Correspondent He filed the petition before the tribunal after the Madras and New Delhi benches awarded the benefits of the recommendations to persons like him. The petitioner pointed out that a petition filed by the Defence Department against the order of the tribunal was dismissed by the Kerala High Court. The special leave petition filed against the verdict of the Madras bench was also rejected by the Supreme Court, the petitioner said. Though the petitioner had made many requests to the respondents to implement the tribunal’s directive, they had not taken any steps to comply with it. The petitioner was put to untold hardships because of the failure of the authorities to grant the benefits.
