Braving the rain: Home Minister Kodiyeri Balakrishnan inspecting the passing-out parade of the 26th batch of Sub-Inspector (General Executive) cadets at the Kerala Police Academy in Thrissur on Saturday. Thrissur: Home Minister Kodiyeri Balakrishnan has said that norms and practices of recruitment to police force will be revised. He was addressing the passing-out parade of the 26th batch of Sub-Inspector (General Executive) cadets at the Kerala Police Academy here on Saturday. “Tardy recruitment to the police needs to be tackled. The number of vacant posts will rise from 3,000 to 3,900 by next year. The recruitment process now takes up to one-and-a-half years. Training for recruits consumes another three years. The government plans to ascertain in advance the number of posts to fall vacant every year and initiate recruitment measures so that there will be no lapse of time between enrolment of new staff and retirement of seniors. The qualification required for police constables will be raised to Plus Two or the equivalent from the next round of recruitment after discussions with the Kerala Public Service Commission.” The changing face of the State police was evident in the educational qualifications of its members, he maintained. “The Police Department plans to tap the skills of its members who are graduates or post-graduates in disciplines such as engineering and management. The government wants a corruption-free constabulary. The police should not perpetrate human rights violations. Complaints lodged at police stations by the indigent and needy should be given priority.” He said that Chief Minister V.S. Achuthanandan would inaugurate community policing in the State on March 26. The project would be implemented in 14 municipalities in the first phase.
