A 15-member committee headed by KBA chairman prepared the draft book policy Draft says books should be purchased based on requirement and quality Bangalore: Secretary to Kannada and Culture I.M. Vittalamurthy has said that the Government would consider “effective” implementation of a comprehensive book policy after obtaining the views of all those concerned on the draft copy of “Karnataka Pustaka Neeti” (book policy). Mr. Vittalamurthy was speaking after receiving the draft copy of the book policy prepared by the Kannada Book Authority here on Saturday. Threadbare discussionsA 15-member special committee on the book policy, headed by Kannada Book Authority chairman S.G. Siddaramaiah, prepared the draft after several rounds of discussion. The other members of the committee were: G. Ramakrishna, K.V. Akshara, Ramakantha Joshi, Ravi Varma Kumar, Sujnana Murthy, Kashinatha Ambalagi, Horeyala Doreswamy, R. Poornima, L. Hanmanthaiah, Maskeri M.K. Naik, Prakash Kambattahalli, M.N. Rattihalli, Ashok N. Chalavadi and the late Chi. Srinivasaraju. ‘No discrimination’The policy highlights that there should be no room for irregularities and discrimination in book purchase. They should be purchased on the basis of requirement and quality and not on the basis of popularity of publishers and writers. Stringent measures should be taken against persons who indulge in the circulation of the same books. Such persons and unethical publications that supply books under fictitious concerns should be blacklisted. Transparent selectionThe number of copies of books to be purchased should be directly proportional to the overall number of books published in the year. Selection of books should be a transparent process. The book purchasing committee should protect writers’ interests. There should be a foolproof methods such as number of pages, quality of paper, printing and binding and cover page design for fixing the price before empanelling the book for the purchasing scheme.
