Reliance Power, Tata, Sterlite bid for Punjab project

Project will involve an investment of Rs. 5,000-6,000 crore

NEW DELHI: Leading private power players, Tata Power, Reliance Power Limited and Sterlite are among 13 companies that have submitted the Request for Qualification (RFQ) for the 1,320-MW Rajpura Thermal Power Project in Punjab to come up at a cost of Rs. 6,000 crore.

The Power Finance Corporation (PFC) is providing consultancy to the Punjab State Electricity Board and is coordinating the entire process for the project that has evoked strong response from the private players.

According to PFC sources here, others firms that have shown interest in the project include Larsen and Turbo, Essar, Lanco Infratech, Bhilwara Energy, Indiabulls Power Projects, consortium of JSW and IDFC and a consortium of Spanish companies Union Fenosa International and Isolux Corsen with Emco. The 2,000 MW Talwandi Sabo project that is also being handled by the Power Finance Corporation as the nodal agency has also evoked very encouraging response from the private players.

Self-reliance

These projects have been put on offer by the Punjab Government in an attempt to make the State self-reliant in power generation and reduce dependence on neighbours.

The sources said the eligible bidders would be determined next month after the technical evaluation of the bids was carried out.

The proposed project, to be awarded through tariff-based international competitive bidding and run on build, own and operate basis, would involve an investment of Rs 5,000-6,000 crore. The RFQ for selection of developers for the project was issued on January 18 and a bidders’ conference was held in Chandigarh in February where 19 companies expressed interest.

The Power Finance Corporation was the consultant for selection of the developer. PSEB has already launched a special purpose vehicle called Nabha Power Limited to ensure coal and water linkages to the project, the sources said.
