Conference held on the scheme Receipts to be issued to those who apply for work VISAKHAPATNAM: The basic idea of the National Rural Employment Guarantee Scheme (NREGS) is to provide the labour their right to work and Mandal Parishad Development Officers (MPDOs) should ensure that they make use of the programme, according to Principal Secretary (Rural Development) K. Raju. Addressing a conference on NREGS at the Collectorate here on Tuesday, he said the programme, to be implemented from next month, would be useful for the completion of many pending public works apart from provision of employment to labourers. He asked the MPDOs to ensure that at least 500 families in all mandals get 100 days work till June-end. The number should be increased to cover at least 1,000 families during the second phase. Employment allowanceMr. Raju said that receipts should be issued to all those who apply for work and work should be provided to them within 15 days. The authorities should provide unemployment allowance if they fail to give work to the applicants. The works that could be taken up under the NREGS include: micro and small irrigation works and canals, water conservation works, provision of irrigation facilities to SCs, STs and to those living below the poverty line, growing of fruit-bearing trees, land development, desiltation of ponds and laying of roads to villages. He asked the authorities to ensure that those who enroll under the scheme should report for work till June 15. Measures should also be taken that wages were promptly paid to the workers. He called for transparency in the selection of works, their implementation and quality testing. He directed the MPDOs to keep the records pertaining to the works taken up under the scheme at mandal office of the respective mandal. Mr. Raju asked the MPDOs to submit details of estimates of the various works to be taken up under the scheme by March 27. Integrated Tribal Development Agency (ITDA) Project Officer A. Sharath said that 20,006 works were identified and estimates prepared for 18,000 works to be taken up in the agency areas under the scheme.
