NEW DELHI: The Sixth Pay Commission has recommended the introduction of a performance-based monetary incentive scheme, over the regular salary, for Central government employees for better service delivery. The Performance-Related Incentive Scheme will be payable taking into account the performance of an employee during the period under consideration. It is based on the principle of differential reward for differential performance and is already applicable in the Central Public Sector Enterprises. The Justice Srikrishna-led Commission has said that “performance” for the government is measured not in terms of profit, but in terms of achieving societal goals and desired outcomes such as reduction in crime, enhancing the quality of life, and reducing infant and maternal mortality. Performance is effective service delivery and responsiveness to the stakeholders. The Commission engaged the Indian Institute of Management-Ahmedabad to do a study on formulating the concept and principles and parameters for launching the scheme.
