Reconstruction of Chala market on the cards Secretariat area to be declared a special zone THIRUVANANTHAPURAM: The development of a ring road system, construction of multi-level parking lots and parking plazas, rehabilitation of displaced traders and preparation of detailed town planning schemes for Kochuveli, Kudapanakunnu and Attukal are some of the major proposals outlined in the annual budget of the Thiruvananthapuram Development Authority (TRIDA) for the year 2008-2009. The budget, approved by the authority general council, expects a revenue of Rs.88.6 crore and expenditure of Rs.85.02 crore, with a surplus of Rs.3.58 crore. Authority chairman C. Ajayakumar presided over the general council meeting. The reconstruction of the Chala market is one of the major proposals in the budget. It involves relocation of the vegetable market and flower market, development of the Chala-Attakulangara and the Karuppettikada-Killipalam roads and establishment of a lorry terminal and private bus stand. Addressing presspersons, Mr. Ajayakumar said the authority would begin land acquisition for the two ring roads in 2008-09. Covering a length of 35.25 km, the outer ring road originates at Kazhakuttam and passes through Thundathilpoudikonam, Mannanthala, Peroorkada, Vattiyoorkavu, Peyad, Thachottukavu, Pottayil, Naruvamoodu, Punnamoodu and Peringamala to end at Vizhinjam. The inner ring road, covering a total of 8 km, is divided into 15 interlinking sections. Mr. Ajayakumar said the authority would study the possibility of constructing multi-level parking plazas at three locations on M.G. Road from Spencer junction to Overbridge. He said the project would be given priority in view of the acute shortage of parking space in the city. The budget has earmarked Rs.30 crore for the construction of a 10-storeyed commercial complex on 1.4 acres behind the Saphalyam complex at Palayam on a Build-Operate-Transfer (BOT) basis and Rs.12 crore for a similar building near the TRIDA Centre, Medical College. The construction of the C-block at Palayam is to be completed by December this year. Rehabilitation complexA four-storeyed rehabilitation complex will be built near the Panjappura junction, Palayam to accommodate the displaced traders currently operating from temporary sheds. Rehabilitation projects will be implemented at Pettah, Pazhavangady, General Hospital junction, Peroorkada and Vazhuthacaud also. Mr. Ajayakumar said the projects would be implemented with funds mobilised from banks and other financial institutions. He said the authority would acquire 5.28 acres at Kazhakuttam to construct a bus stand, trade centre, post office, fire station and banks. The budget proposes feasibility studies for the construction of an international cricket stadium, a shopping mall with private participation and a modern fish market with processing centre. TRIDA will join hands with the Tourism Department and the city Corporation for a project to clean up the Veli and Akkulam lakes and the Karamana river at Thiruvallam. Another proposal is to declare the Secretariat and surrounding areas a special zone for speedy development of roads and other infrastructure. Mr. Ajayakumar said the authority had acquired 90 per cent of the land needed for the City Roads Improvement Project. The remaining land would be acquired soon. He said the authority would supplement its revenue with funds mobilised from banks and other financial institutions. The budget presentation was attended by authority general council members, including Mayor C. Jayan Babu; V. Surendran Pillai MLA; district panchayat president Anavoor Nagappan; Vattiyoorkavu block panchayat president Harilal; Sreekaryam panchayat president A.P. Murali; Corporation standing committee chairman Rajasekharan Nair; E.G. Mohanan and officials.
