NEW DELHI: In a decision that is bound to cause disquiet among the Capital’s residents, the Municipal Corporation of Delhi has decided to impose conversion and parking charges on commercial properties constructed post-1962 in the Master Plan for Delhi-2021-specified “special areas”. It was earlier supposed that all properties in the “special areas” would be provided exemption under the Master Plan.

At a meeting of the MCD Standing Committee on Wednesday, Chairman Vijender Gupta said: “The Union Urban Development Ministry has told us to impose conversion charges on properties constructed after 1962 that are indulging in commercial activities. It is indeed surprising that the Government has taken this decision at such a late hour as the last date for depositing conversion and parking charges is March 31.”

Mr. Gupta further directed the Municipal Commissioner to ensure provision of sufficient counters to pay conversion charges in each zone and to elucidate the procedure of paying them. “We will conduct surprise inspections in each zone and the Deputy Commissioner concerned will be held responsible for any glitches. Relief will be given to residents who are able to provide an authenticated documentary proof regarding the date of construction of their premises,” he added.

Commissioner K. S. Mehra said he had been holding weekly meetings with the DCs and since the issue was one of overwhelming public significance the officials had been advised to consult the Town Planner in case of any doubts. To several queries regarding the development of parking facilities, Mr. Mehra said there were plans to develop parking lots at various sites but it was a “time-intensive” process.
