‘Litter cops’ to fine offenders

Bangalore: To maintain cleanliness in the city, the Bruhat Bangalore Mahanagara Palike (BBMP) in its Budget for 2008-09 has proposed to set up a “Litter Cop” force to prevent indiscriminating littering by offenders, at identified locations and streets.

Members of the Territorial Army would be appointed to this force which will initially begin educating and motivating the people to use bins and stop littering at public places. Subsequently, the Litter Cops will start imposing spot fines on habitual offenders to keep the environment clean.

A sum of Rs. 30 lakh has been provided to establish the force.

Solid waste management

It has been proposed to increase the capacity to treat solid waste management (SWM) to 3,000 tonnes. In this regard, it has signed a memorandum of understanding with private firms for disposal of solid waste. Waste to energy project taken up by a private firm will initially process 500 tonnes of solid waste and later increase it to 1,000 tonnes every day. Another firm will process 1,000 tonnes of solid waste at its site at Doddaballapur. Two transfer stations on Build-Own-Operate have also been proposed at Hennur and Devara Chakkanahalli.

Evening clinics

For ensuring that the urban poor in the city get access to medical treatment, the BBMP will open evening health clinics in its jurisdiction.

These clinics will provide out-patient treatment and will be open between 5.30 p.m. and 8. 30 p.m. every day. Doctors appointed on contract basis will manage these clinics. Maternity homes will also be established in the new zones.

The budget also proposes to construct a crematorium each in all the five new zones at a total cost of Rs. 5 crore. The BBMP has also proposed to introduce bylaws for domestic dog control programme.

Treatment plants

Under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) programme, the BBMP this year would taken up construction of 13 sewage treatment plants, besides constructing bridges and culverts over storm water drains at 25 locations using pre-cast technology.

It also intended to develop a portion of Vrushabhavathi valley into a “model river front” on the lines of the Sabharamathi River Valley Development project.

Road-widening

Under the transferable development rights, 13 roads would be widened at a cost of Rs. 40 crore. Kasturba Road, Nrupatunga Road, Hosur (Lalbagh main gate to Yankee factory), Hosur-Laskar Road, Jayamahal Road, Airport Road, Mysore Road (Sirsi Circle to Ring Road), Madarayanapura Main Road, Lower Agaram Road (HOSMAT to National games village), Sarjapur Road (Kendriya Sadan to Ring Road Cross), Hennur Main Road (Pottery Road to Ring Road), Basanwadi and Wheeler Road have been included under road-widening scheme.
