Age to marry

The Law Commission recommendation to bring down the marriageable age of men to 18 is wrong. It will only pave way to more chaos. At this age, they need not be mature enough to understand life. In an institution like marriage, emotional maturity too counts. Will they attain it by this age? Our students are the building blocks of the country, our future. Let them study. Marriage can wait till the appropriate time.

Give them rights

Most sects among the Muslims like the Rowthers and Pathans are denied proper representation in law making bodies. As a matter of fact, except for a few members from these sects, who are traditionally well-placed, the rest of the community is languishing in the bottom rungs of society. To uplift these people, the Election Commission must take steps to amend the rules concerned to provide reservation constituencies for these castes as in the case of SCs/STs in the local self governing bodies.

Scheme for seniors

This has reference to the article “Reverse Mortgage made more attractive” which appeared on Property Plus, dated March 8, of The Hindu. I understand that public sector banks are advancing money under the scheme only in respect of self-acquired houses and property, avoiding any kind of risk. They do not entertain applications regarding ancestral houses and property. Many senior citizens either live in houses built on inherited land. In Kerala, law stipulates that the rights of the owner on such property is absolute and that he can will it away to anyone as he likes. Such being the case, the bank managers after taking legal opinion can take calculated risk in advancing money under the scheme.

Only then the implementation of the scheme will be absolute and non-discriminatory.

Rules for water

The recently published ordinance on water distribution and consumption, though a welcome approach, lacks clarity in certain aspects, such as the equitable distribution of available potable water to all.

The Water Resources Minister may well consider the following points while formulating a Bill. Potable water distribution to domestic consumers should get priority and the supply should be equitable.

The Kerala Water Authority must replace defective water meters, charging a monthly meter rental for all.

There is a strong case for raising water charges to all domestic house holds of APL category. While an element of gardening in houses cannot be ruled out a gardening cess be levied on APL category households.
