IT schemes are best implemented in Tamil Nadu GER indicative of human resource development index KOCHI: The Associated Chambers of Commerce and Industry of India (Assocham) has pointed out that Tamil Nadu has emerged as the lead State in enrolling students in primary and upper primary levels with its Gross Enrolment Ratio (GER) reaching the highest level as per latest official estimates. Kerala stands seventh in the list. Himachal secures secondHimachal Pradesh has secured the second ranking in GER as student enrolment at its primary and upper primary schools is near 100 per cent followed by Mizoram. Manipur’s ranking is fourth, followed by Goa, Tripura, Kerala and Gujarat. Maharashtra ranks ninth in terms of GER followed by Karnataka, Andhra and Meghalaya. Uttar Pradesh, Madhya Pradesh, West Bengal are among the large States whose GER falls beyond 20th rank. Releasing the assessment on GER of various States, Assocham said that despite Delhi’s per capita income exceeding Rs.34,000 per annum, its GER is around 71 per cent as against 100 per cent of Tamil Nadu. IT- driven schemesCiting the reasons for higher GER in Tamil Nadu, Assocham, in a communication, said information technology-driven schemes in the State were best implemented and it offered the most lucrative scholarships to students up to primary and upper primary levels through private sector participation. Second shifts of education became more acceptable in the State as aggressive expansion of technical education institutions were done in the last 4-5 years with girls students getting even hostel and eating facilities as a result of which its GER became the highest in the country. The Assocham noted that in Delhi, its government focussed more on improving the physical infrastructure such as roads, telecom, construction, real estate and putting up of malls. HRD indexThe GER is indicative of the human resource development index. The higher the GER, the better is HDI. India’s ranking in HDI is 128th globally and it is because the enrolments at primary and upper primary levels are not satisfactory, Assocham said. The Chamber has suggested that all State governments, including Union Territories, should concentrate more towards creation of primary and upper primary schools in a fashion so that their enrolment ratio increases. This should be possible provided the concerned government ensures better implementation of schemes like Sarva Shiksha Abhiyan and subsidies provided under such schemes reach the targeted group.
