To file report on the mental health of an accused in serial blasts case

NEW DELHI: A court here on Saturday again directed the Institute of Human Behaviour and Allied Sciences (IHBAS) to file a report on the mental health of an accused in the pre-Diwali serial blasts case of 2005.

Additional Sessions Judge Babu Lal asked the IHBAS Director to file a report on the mental health of accused Gulam Ahmed Khan on April 10. The court also asked the Institute to keep Khan under observation for ascertaining his mental health.

Earlier, the Tihar Central Jail authorities had submitted a report saying Khan was suffering from a type of mania which was not a significant psychiatric abnormality.

However, the court had not yet received the report on whether the accused was in a position to understand the court proceedings and its implications.

On February 29, the court had sent Khan to IHBAS for observation after it received a communication from the Tihar Jail authorities about Khan’s abnormal behaviour. But IHBAS had not yet submitted the report. Khan has been accused by the prosecution of supplying money through hawala channels for carrying out three serial blasts that rocked Delhi on October 29, 2005. More than 60 people were killed in the blasts in Sarojini Nagar Market, Paharganj and Kalkaji.
