PANAJI: “The inaction and apathy of the State administration towards justice delivery system in Goa compelled us to treat the representation of Bar and the other factors brought to the notice of this court as public interest litigation (PIL),” a Division Bench of Bombay High Court comprising of Chief Justice Swatanter Kumar and Justice N. A. Britto observed on Friday while issuing notices to the Chief Secretary and others. Secretaries to the State Government in-charge of finance, revenue, law and cooperation, and Inspector-General of Police and Collector, Panaji, as well as the Principal Engineer, Public Works Department, have also been served notices returnable on March 31. The State authorities are seen as dilly dallying for long over constructing new and adequate premises for the High Court in the State. Pursuant to the approval of the High Court, land was acquired by the Government in 1987 for construction of a High Court complex at Porvorim.
