Such centres have already come up in five places

BANGALORE: The State Government has decided to establish Apparel Training and Design Centres (ATDCs) in all districts with twin objectives of promoting rural entrepreneurship and meeting the increased demand for trained personnel from the textile and apparel industry. The Government has established such centres in Ramanagara, Kolar, Tumkur, Chickballapur and Hubli in the last one year. So far these centres had provided training to 1,000 educated rural youth in textile courses. All trained candidates have been absorbed by the textile industries. The centres had been established under the Swarna Jayanti Gram Swarozgar Yojana (SJGSY) of the Rural Development and Panchayat Raj (RDPR) Department. According to industry estimates, the textile industry needs five lakh trained manpower in the State in the next five years. The private textile industry and establishment of apparel parks in various districts generated demand for tailors and sewing machine operators. As per the 11th Five Year Plan, to match the investment of Rs. 1,50,600 crore an additional requirement of 5.3 million skilled manpower is required by 2012 in the country. FundsThe Government has also decided to sanction funds to set up ATDCs in districts at Rural Development and Self Employment Training (RUDSET) institutes. The centres would be established at RUDSET institutes at Arishikunte in Bangalore Rural; RUDSET institutes in Bijapur, Koppal and Chitradurga; at Brahmavar in Udupi district; Sharada RUDSET in Bidar; JSS RUDSET in Chamarajanagar; Krishna Institute for Training in Self Employment in Gulbarga; and Deshpande RUDSET at Dandeli. The Government releases Rs. 15 lakh in the form of grants to each RUDSET institute to set up the centre under the SJGSY scheme. A minimum investment of Rs. 30 lakh is required to set up the centre, according to an official of the RDPR Department. In districts where was no RUDSET institute, the official said the Government had proposed to establish training centres in coordination with non-governmental organisations with a good track record. Institutes such as Sirigere Taralabalu of Chennageri in Davangere district; Basaveshwara Vidyavardhaka Sangha in Bagalkot; Seva of Hoovenahadagali in Bellary; SLN Engineering College, Raichur; and the District Industrial Educational and Training Centre in Shimoga have evinced interest in establishing the training centres. The centres have been set up with the objective of checking migration of rural educated masses to urban areas in search of jobs and to upgrade the skills of the workforce in the apparel and textile industries in the State. The centres helped reduce the gap between supply of trained manpower and the actual industry demand, the official said. The Government’s decision to set up apparel parks at Kanakapura in Bangalore Rural district and in Belgaum, Mysore, Bellary, Davangere and Ramanagara districts would create more demand for trained personnel in the coming years, the official pointed out. Currently, five centres are offering courses ranging from one month to one year.
