Main aim is to check migration of rural poor to urban centres Rs. 900-cr. proposal to be submitted to Centre for implementing the scheme for 2008-09 BANGALORE: The National Rural Employment Guarantee Scheme (NREGS), which has huge potential for regenerating village economy, will cover the entire State from Tuesday. The Rural Development and Panchayat Raj Department has made elaborate arrangements to launch the third phase of the job scheme in 18 districts. The zilla panchayats of 18 districts have made preparations and its Chief Executive Officers will launch the Centre’s ambitious scheme in the district headquarters. NREGS envisages providing at least 100 days of guaranteed wage employment in every financial year to each household whose adult members volunteer to do unskilled manual work. In the first phase, the scheme was launched in five drought-prone districts of Bidar, Gulbarga, Raichur, Davangere and Chitradruga in 2006, while the second phase was launched in April 2007 in the districts of Bellary, Belgaum, Chikmagalur, Hassan, Kodagu and Shimoga. The main objective of the scheme is to reduce the migration by the rural poor to urban centres in search of employment. The Government has decided to submit a Rs. 900-crore proposal to the Centre for implementing the scheme in the fiscal year 2008-09. Under the NREGA Act, the Government has set up a separate directorate for NREGS for expeditious implementation of the scheme in all districts, officials in the RDPR Department told The Hindu on Monday. The Government has decided to appoint panchayat development officers and assistant technicians for all 5,628 gram panchayats for effective identification, monitoring and implementation of the scheme. It has also decided to appoint programme officers and assistant account officers for 176 taluks. A decision has also been taken to appoint programme managers in all zilla panchayats to chalk out various programmes related to NREGS. A special schedule of rates for a variety of works under the scheme has been prepared. The panchayats are solely responsible for the execution of the scheme, according to the officials.
