Smart card health insurance from today

NEW DELHI: The Rashtriya Swasthya Bima Yojana, launched on October 1 last, will become operational from Tuesday. The Centre has already issued guidelines and sent to all States a draft tender document to ensure smooth implementation.

The draft contract, to be signed between insurance companies and respective State governments, has also been finalised and circulated, as also the memorandum of agreement between the Centre and the States.

The scheme envisages providing smart card-based, cashless health insurance cover up to Rs 30,000 to all below poverty line families in the unorganised sector in the next five years. An estimated six crore workers in all 600 districts will be covered, beginning with 120 districts this financial year.

The total sum insured will be Rs. 30,000 a family per annum, on a floater basis.

It will cover hospitalisation expenses, taking care of most of the illnesses with as few exclusions as are possible. An initial allocation of Rs. 250 crore has been made in the 2008-09 budget. Smart cards have already been rolled out in Haryana and Rajasthan, and Delhi is expected to follow suit from Tuesday.
