Local bodies utilise 87.37% of Plan funds

THIRUVANANTHAPURAM: Local self-government institutions have spent 87.37 per cent of the Eleventh Plan funds till March 31, Local Administration Minister Paloli Mohammed Kutty has said.

Mr.Kutty said in an official release here on Wednesday that out of the Rs.1,574 crore given to corporations and panchayats, they expended Rs.1,375.24 crore. While the government fixed a target of 70 per cent, the LSGIs utilised 87 per cent.

Those civic bodies which utilised only 70 per cent of the Plan funds would lose the remaining funds sanctioned to them. In spite of criticism, the government did not permit the LSGIs to expend the funds in violation of norms. Civic bodies had to deposit funds with the KSEB and the Water Resources Department for taking up electricity and drinking water projects. The utilisation of district panchayats stood at 84.90 per cent. The Alappuzha District Panchayat utilised 100 per cent and Kottayam registered the lowest of 70 per cent. The State average of corporations was 82.12 per cent. Thrissur topped with 93.19 per cent and Kollam the lowest with 73.10 per cent.

The State average of municipalities was 81.84 per cent. Neyyatinkara, Vaikkom, Ottapalam, Angamaly and Malappuram municipalities registered 100 per cent utility, while Kannur used only 39.17 per cent. The State average of block panchayats was 85 per cent.

Vellanad, Chengannur, Elamdesam, Cherppu, Attapady, Nilambur and Vandoor blocks used up the entire allocation, but Payyanur stood far behind with 59 per cent. Grama panchayats all over the State utilised 79.33 per cent.
