THIRUVANANTHAPURAM: Housing and cleaning should be given priority while preparing schemes for the remaining period from 2008 to 2012 of the Eleventh Five Year Plan, according to the guidelines issued by the Local Self-Government Ministry . Minister for Local Self-Government Paloli Mohamed Kutty said here on Tuesday that every local body should implement the EMS Housing scheme in order to provide houses to all poor persons during the Plan period. He asked the local bodies to earmark 15 per cent of their Plan funds to provide houses to all homeless families and land and house to families without land. The execution of projects which could not be completed last year should progress without any hitch. Approval should be obtained for projects for the repair and maintenance of educational and health institutions and anganwadis in April itself and should be implemented before June. The agricultural projects to be implemented before the rainy season should also be executed in the same manner. The Minister said the government would not allow the diversion of the 40 per cent of the amount set apart for the productive sector.
