dated April 4, 1958: Indian nationals in Ceylon

The Government of India in an aide memoire presented to the Ceylon Government through the Indian High Commissioner in Ceylon has called upon the authorities in Ceylon to make up their mind once for all on the terms and conditions under which they would be prepared to permit Indian nationals to reside in Colombo. While recognising Ceylon’s sovereign rights to regulate the stay of non-nationals in the island, India has urged the desirability of clarifying the Government’s policy, so that the sense of insecurity and doubt that now prevails in the Indian business community may be removed. Out of the estimated 70,000 Indian temporary residence permit-holders in 1954, more than 50,000 had left the island either of their own accord or under the government’s scheme of repatriation launched towards the end of 1954.
