BHUBANESWAR: If the new bylaw proposed by the Bhubaneswar Development Authority (BDA) gets approved in its present form, people planning to build houses on plot sizes up to 3,000 sq. ft. would not be required to get a formal approval from the BDA. All that they will have to do is get the plan of their buildings cleared by an architect empanelled by the BDA. Addressing citizens here on Sunday, BDA Vice-Chairman Nikunja Behari Dhal said people would have to negotiate the fee matter with architects for getting their plans cleared. The plan was mooted because the city regulating body would get more time to monitor mushrooming of high-rise buildings in the city, he said. The new bylaw, which was under consideration, also proposed that multi-storied building would be allowed only on plot size of more than 5500 sq. ft., Mr. Dhal said. Moreover, no multi-storied building would come without having 15-ft wide roads, he said. “The spurt in high-rise buildings was noticed after people were allowed to convert their land from leasehold to freehold. BDA has now lesser control to prevent them from building apartments inside the existing colony,” Mr. Dhal said. Stating that the traffic congestion arose because plans were earlier not done by integrating transportation with the landuse, the BDA Vice-Chairman said IIT-Kharagpur, which was entrusted with the task of preparing comprehensive development plan (CDP) for both Bhubaneswar and Cuttack had taken this aspect into consideration. Similarly, the new bylaw proposed to have a new norm for parking spaces for malls coming up in the city.
