Deputy election commissioners arriving today

The three officials will train returning officers of 89 Assembly segments

Bangalore: Three deputy election commissioners — R. Bhattacharya, Jayaprakash and Balakrishnan — are arriving here on Tuesday to provide full-fledged training to all the returning officers of 89 Assembly constituencies figuring in the first phase of elections to be held in eleven districts.

Sources in the Election Commission told The Hindu here on Monday that the deputy election commissioners would provide training on the duties and responsibilities of the returning officers. The returning officers are all senior class one officers of the State Government and have already been drafted for election work.

The Election Commission has deputed the high-level team of its officials to also look into the poll preparations in the districts. On arrival in Bangalore, one Deputy Commissioner will leave for Mysore and another to Kolar to conduct the training programme. The third Deputy Commissioner will conduct the programme in Bangalore. At the end of the day, all the three senior officials will assemble in Bangalore and interact with the State Chief Electoral Officer M.N. Vidyashankar.

The training programme for returning officers has been restricted to the constituencies figuring in the first phase of the three-phase poll and for the remaining returning officers training will be imparted shortly. There are 89 returning officers posted for constituencies in Mysore district, Bangalore Urban district, jurisdiction of the Bruhat Bangalore Mahanagara Palike and Hassan, Tumkur, Chickballapur, Ramanagara, Chamarajanagar, Bangalore Rural, Kodagu and Mandya district. The officials will undertake district-wise review of all constituencies going for polls in the first phase on May 10.

The full commission, headed by Chief Election Commissioner N. Gopalaswami was in Bangalore a few days ago and this is the first programme to be undertaken as part of the detailed preparations for the polls. The three deputy commissioners will guide the returning officers on nominations, scrutiny of nominations and electronic voting machines, apart from various other features of the elections.
