This Day That Age
Mr. John Foster Dulles, the Secretary of State, said on April 9 the United States’ “open skies” proposal for aerial disarmament inspection should provide a solid basis for arms reduction. Speaking at a meeting of the Aero Club of Washington attended by delegates of the Federation Aeronautique Internationale, he recalled that President Eisenhower had urged Mr. Khrushchev to accept the “open skies” proposal. Mr. Dulles said President Eisenhower’s proposal in Geneva in 1955 had “opened up a new role for aviation in the maintenance of world peace.” He recalled that the Geneva statement had urged aerial photography by unarmed peaceful planers as “the start of a broader system of inspection which could well be the foundation of effective disarmament."
