Creamy layer issue for Cabinet: Arjun

NEW DELHI: Union Human Resource Development Minister Arjun Singh described the Supreme Court judgment on reservation for the OBCs as “historic,” but expressed concern over the exclusion of creamy layer from the purview of the quota.
Mr. Singh said the creamy layer issue needed to be sorted out and he planned to take it to the Cabinet.
In fact, at the time of finalising the contours of the Central Educational Institutions (Reservation in Admission) Bill, ahead of its introduction in Parliament, the Ministry did not take a view on the creamy layer issue, preferring it to be a call of the Cabinet.
Mr. Singh made it clear that the introduction of OBC reservation would be staggered in the central educational institutions, as the Act provided for a maximum of three years for its rollout.
Since allocations had been enhanced for expanding higher education, he did not foresee any problem in implementing the Act, now that the Supreme Court has vacated its stay.
Following the judgment, the Ministry is asking the central educational institutions to give a status report to map a rollout plan for OBC reservation.
