Call to introduce Goondas Act in Puducherry

Increase in salary, allowance of policemen and home-guards sought

PUDUCHERRY: A fervent plea was made in the Assembly to introduce Goondas Act in the Union Territory to ensure maintenance of law and order against the backdrop of increasing crime rate.

Participating in the discussion on 11 demands including Legislative Assembly, Council of Ministers, Police and Jails, leader of the Puducherry Munnetra Congress K. Lakshminarayanan said that though there had been 29 police stations, 40 Inspectors and 14 Superintendents of Police in the Union Territory, the law and order situation was not under control.

He urged the government to come out with satisfactory explanation on why there had been hesitation on the part of the administration to introduce Goondas Act in the Puducherry. In Tamil Nadu, the Act was in vogue, he said.

Lack of assured time-bound promotion had demoralised the police personnel, Mr. Lakshminaryanan said, adding that the salaries and allowances of policemen and home-guards should be increased. He also called for modernisation of the police force.

He urged the government to take steps to monitor the supply of food items brought by visitors to the prisoners. Security should be provided for the undertrials while they were taken to the courts, he said.

R. Rajaraman (DMK) urged the government to increase the allowances for the MLAs, besides extending assistance to the former members as most of them were living below-the-poverty-line.

The government should constitute a commission to look into the complaints against elected representatives, R.K.R Anantharaman (PMK) said.

“Let the commission look into the complaints against members of the Assembly and Ministers. Only on the basis of the decision of the commission further action should be initiated,” he said. He urged the government to initiate stern action against those involved in land grabbing cases.

S.P. Sivakumar (DMK) wanted the government to strengthen the land grabbing cell under the Revenue Department.

Land grabbing incidents had led to murders even in the heart of town, he said, adding that steps should be taken to ensure that maximum punishment was given to those involved in such cases.

He also appealed to the government to look into the grievances of government staff.
