The building penalisation scheme notice holds responsible those who have constructed the apartments in deviation to the approved plan. But the notices have been served on the occupants who purchased them from the builders and promoters who are in no way concerned with the construction. The notices should be served on the builders who deviated from the plan. The procedure to be followed while filing application for regularisation is also very cumbersome. Engineer should be hired for measurement and identification of the deviation. An attested copy of approved plan, indemnity bond on non judicial stamp duly notarised, land value certificate to be obtained from sub registrar’s office, photos of elevation and roof slab etc. need to be filed along with application. I am in occupation of a flat and in what way am I concerned to file details of an entire apartment whose details I do not hold. An applicant has to shell out almost an equal amount of the penalisation charges. I hope the procedure is simplified to enable the flat owners to file the application without going from pillar to post for this. It is good to note that Mr. Madan Lal Khurana returned to BJP. It would not be surprising if more people join BJP. It is pertinent to mention that an independent organisation like The Rajiv Gandhi Foundation has given the rating to Gujarat as the best governed State on the basis of the factual data on the development of the State vis-À-vis other States. After looking at Gujarat State’s good governance, I hope all other the States emulate the good administration and development. Md. Iqbaluddin, Hyderabad Botanical garden at Begumpet airportThe authorities need to take a quick decision regarding the future use of Begumpet airport as any delay would result a range of problems including encroachments. The area could be converted into botanical garden and the process should be set in motion at once. The area should be protected by a boundary wall with well marked entry and exit routes. Geographically the zone falls in plateau with moderate rainfall. There could have a variety of trees which can come up with their elasticity even though they may not belong to the zone. A special humid zone may be created to house orchids, the delicate can be housed in green houses. Small ponds fed by water either from water board or captive bore wells within the zone, may be created to shelter considerable population of avifauna. In course of time it may become a shelter to migratory birds too. It will be welcome lung space to the citizens of the twin cities. K. A. Madhava Raja, Sainikpuri Woes of Krushi bank depositorI had invested Rs.2.25 lakhs in fixed deposit with “KRUSHI” Cooperative Urban Bank. Meanwhile, the bank went under liquidation. Consequently, I was paid Rs.1 lakh by insurance company. The balance including interest etc is about 1.69 lakhs. I was expecting Chief Minister would look to the case of Krushi Bank as was done in the case of Vasavi Bank and Charminar Bank. But nothing happened. Whether the liquidator would be able to realise some amount from the properties of the erstwhile bank and distribute the amount to depositors in some proportion is a big question.
