‘Apply creamy layer clause liberally’

Bangalore: The “creamy layer” clause in the recent Supreme Court judgment providing 27 per cent reservation to Other Backward Classes (OBC) in higher education institutions should be redefined liberally to ensure that the quota is filled up, said the former chairperson of Karnataka Backward Classes Commission Ravivarma Kumar.

Speaking to presspersons here on Tuesday, he said that while the judgment was historic, the creamy layer clause amounted to “what is being given by one hand being taken away by the other.”

It prevents backward castes from reaching a level playing field with the forward castes since strict implementation of creamy layer clause will render several deserving candidates ineligible, he added.

Mr. Kumar emphasised that people from forward castes will not be denied any seats on account of the new reservation policy because there will be a 54 per cent raise in the total number of seats in educational institutions.
