The Estimates Committee of the Lok Sabha, presenting its ninth report on the Ministry of Education and Scientific Research on April 15, has recommended the reconstitution of the All-India Council for Secondary Education as an autonomous corporate body for improvement and reconstruction of secondary education. The Committee said the system of secondary education should be a stage complete in itself, catering to the needs of children with different aptitudes and tastes. It should prepare pupils not only for higher education, but also for different avocations according to the needs of the country.
