BHOPAL: The Madhya Pradesh Cabinet has decided to allot residential pattas (ownership rights) to urban slum dwellers who have settled either on government n uzul land or other areas directly under the control of local bodies and development authorities. The cut-off date for eligibility purposes has been fixed as December 31, 2007. The decision is politically significant during this election year in the State. Similar decisions have been taken by successive governments in the past. The Cabinet has decided to constitute separate committees for the State capital, district headquarters and other cities to decide whether there is a need to relocate any slum cluster in the larger public interest. When contacted, an official spokesman said that the Cabinet had opted for flexibility. He said the Government would retain the right to cancel the ownership certificates and resettle the “patta-holders” at some alternative site in future. Any slum dweller living as a tenant would be entitled for a patta, to be given in the joint names of husband and wife. Those who have already acquired ownership rights in the past would not be eligible for a new patta. Anyone giving false information in this regard would face punitive action
