NEW DELHI: The Progressive Medicos and Scientists’ Forum has welcomed the statement issued by anti-reservation movement groups stating that their struggle was not against reservations but for exclusion of the creamy layer from getting the benefits of reservations. In a statement, Vikas Bajpai of the Forum demanded that with the air around the provision of 27 per cent reservation for the other backward classes having cleared, the Government should move ahead to frame guidelines for identifying the creamy layer, subject to the condition that the entire quota for OBCs is filled. “It must be ensured that the creamy layer criterion should not become a tool to derail the provisions of reservations. The benefit of reservations should first be given to students belonging to non-creamy layer, but if enough candidates of non-creamy layer are not available the seats should be offered to creamy layer candidates. Otherwise this may lead to a situation where the reserved seats may never be filled completely,” he added. “There is no denying the fact that the benefits of reservations should first be given to the neediest, yet the principle of creamy layer cannot be an overriding one because the purpose is to provide greater opportunities to oppressed.”
