NEW DELHI: The Finance Ministry is reported to have approved the setting up a special cell to implement the Sixth Pay Commission recommendations awaiting the government approval. The six-member cell in the Department of Expenditure will be headed by a joint secretary. It has been instructed to complete its work by September. Grievances of employeesThe government had set up a committee led by the Cabinet Secretary to look into the grievances of employees on the Commission report before giving its final approval. The Commission had recommended an average hike of 28 per cent in the salary of the Central government employees, which is expected to benefit over 40 lakh people. DisparitiesHowever, the armed forces, employees of the Railways and other departments are unhappy with the disparities in the recommendations. The Implementation Cell is also expected to look into the timely flow of funds (estimated at Rs. 12,500 crore by the Commission for 2008-09) to all Ministries. With arrears, the government will have to shell out an additional Rs. 18,000 crore this financial year. “Factually incorrect”Officers of the Delhi, Andaman and Nicobar, Lakshadweep, Daman and Diu and Nagar Haveli Civil Service (DANICS) have rejected the recommendations and termed them “factually incorrect.” The officers are aggrieved at the “attempts to negate the recommendations of the Fifth Pay Commission.” The DANICS is a cadre of 398 officers recruited by the Union Public Service Commission through the combined civil services examination having common merit list for the Central Civil Services. The officers are posted in Delhi, the Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli. Pointing out that the recommendations of the Fifth Commission were yet to be implemented in full for this cadre, the DANICS Officers Association has sought additional scales due to acute stagnation. The DANICS officers become eligible for induction into the IAS after completing eight years of service, but now the induction is happening only after 27 years.
