The 400-mm high-density polyethylene pipes laid for the Theerapadhom project of the Kerala Water Authority have burst four times in a month. This, and the bursting of other water pipes, should be viewed seriously by the taxpayer whose money is utilised for buying and laying them. The fact that these pipes were laid at a depth of about 40 cm against the 2 metres required suggests serious lapses. In the case of the Theerapadhom project, it appears that lapses had taken place right from the planning stage. The water authority has said that it has issued notices to the company that did the work, directing it to re-lay the pipes at its own cost. The contractors carry out the work under the supervision of the engineers of the authority who will have to certify that the work has been executed to the specifications laid down in the contract. As such, asking the contractor to redo the work may not help. The public wants the authority to take full responsibility for the lapses and to be made to face the consequences. G. Radhakrishnan Pettah Prevent floodingFor the past 50 years, engineers of the State government have been trying to prevent flooding of Thampanoor and East Fort areas during rain. But no purpose has been served by their attempts, though a lot of money has been spent. Hence, the government should take immediate action to requisition the services of engineers of the Railways or the Central Irrigation Department to find a solution. V.G. Balakrishnan Karamana
