New software for better management skills

Workshop for district Collectors of southern division held

BERHAMPUR: The Orissa government will use the recently developed Human Resources Management System (HRMS) software for better management of the staff working under it. The software has been developed by the Orissa Modernising Government Initiative (OMGI), a unit of the Orissa Computer Application Centre (OCAC).

An HRMS workshop for district collectors of southern division of the State was held in the city under the chairmanship of Revenue Divisional Commissioner (RDC) Satyabrata Sahu. Joint secretary of General Administration (GA) NBS Rajput and deputy secretary of GA P.K. Mishra were also part of the workshop along with OMGI resource persons.

At present around 4.70 lakh employees are on the rolls of the Orissa government. Mismanagement of professional data of these employees leads to delays in recruitment, promotion and filling up vacancies. Delays also occur in sanction of pensions that cause grave hardship. Solving employees’ grievances also poses a major problem for the administrators.

The HRMS system is an initiative under the ongoing e-governance plans in Orissa. Its ultimate aim is the formation of a Government to Employee (G2E) portal.

The data related to employees will be collected and recorded on dynamic real-time basis through the HRMS system right from their recruitment day to their retirement. The data base will also help them in post-retirement pension related issues.

Legacy data

All relevant data about an employee will be recorded in the proposed database. The aim is to collect all legacy data of all government employees. The database will help administrators in taking decisions regarding use of employees in the best possible way as per their skills and ability.

The software system is expected to cover all State government offices and departments including the heads of departments as well as their grassroot level subordinate field offices. In the long run, the system will have transactional application where all transactions between the government and the employees will be done automatically through the system.
